Yes, but the BOS is the anti-thesis of the Legion. It's possible but not lore friendly. The legion want to destroy all tech and the BOS wants to take all tech. There is obvious and un-avoidable conflict. Now a BOS Faction mod would win!

IF you create a new unique trial carbine then no. An esp is just a mod basically, but it lets you save to it. An esm is a master file which can't be edited so youd be better stickin with saving as an esp. IM not to sure about the second question tho. IF you have anymore pm me and I will try answer.

Download Fallout Mod Manager from New vegas nexus. To extract from the Bsa's go to tools, bsa browser, and open whatever to extract. To model get nifskope and a 3d model software such as blender or autodesk, To texture get a photoshop software such as adobe, gimp. One I would strongly recommend is paint dot net. Remeber for texturing create a texture set.

Im gonna go for the long shot here, are you trying to edit an npc's appearence; their hair. eye colour, skin colour etc - all can be done in GECK OR are you trying to actually modify the nif models? If so you need the modelling programmes outlined above.

Bright isn't a glowing one in the same sense. He is ment to be a sentient glowing one but in the game files he is a regular npc ghoul, with a special suit. glowing ones are creatures and different. Making a mod for his suit however is simple.
