Yep i had this in FO3 and got it in NV as well. Somehow my fps gets capped to 60, and it creates a really weird mouse lag. Change iPresentinterval=1 to iPresentinterval=0 in fallout_default.ini Also im using alternative d3d9 (for ati cards so you can use multisampling) dunno if they have to be in combination for the fix (don't think so)

Im doing some quest where i have to give 100 scrap metals to Isaac and he is no longer at the gun runners any time of the day. Im guessing he got killed somehow, which is fine but i cant find a list of the NPC base ids. Any help? UPDATE - i fixed it by loading a previous save getting his number and using the transport to player command, turns out he goes to his house. I had looked at the houses around gun runners but his house is kinda far away.
