I am having this problem as well; any new light I place into a cell does not emit light or create shadows on the objects around it, if I delete an object within a light source's radius and then undo the delete, the effect can be seen in this picture; Light Problem Picture. Where I have deleted the several objects highlighted with arrows and restored them, and are now affected by the light source, while everything else remains dark in spite of the light source near them. Also, if I reload the cell everything functions properly until the light is modified or moved, or certain hot-keys (e.g. F) are used. Then the problem reoccurs.
