I took a few modders advice and cleaned out my entire mod library. I hadn't reinstalled since I downloaded Fallout on opening day. Got it back up to 119 plugins and so far no problem. Thanks everyone for troubleshooting with me, and I'm going to run the cleaning programs mentioned when I'm stable! I am constantly testing each time I add a new batch to see if I can locate the culprit! -

D Do you mean in FO4Edit or like literally checking the pipboy? :) I literally have NOTHING in it when I first start out and after I click the workbench. Yet it allows me to edit and scrap ect. -

Thanks to everyone that provided troubleshooting tips. I'm going to try them after I get back to my main rig tonight! And thanks for the grumpy reply it made me laugh :) -
Ok so. After three days I've about lost all my hair. I have quite an interesting issue and I know I had it before but cant recall the fix. After When Freedom Calls (Min00) IS DONE and you speak to Preston he should fire off The First Step (MinRecruit00) but he doesnt. He rolls right into giving me a flare gun and ends the dialogue. He then fired off a radiant quest like raiders or ghouls at (random). The First Srep does not fire up. Additionally, I've noticed that at that moment I've got the workshops unlocked right away for greentop nursery and tenpines bluff and haven't even done them. I also cannot send anyone TO sanctuary hills as it's not an options. Not greyed out just plain not there. I've disabled and run Loot several times and tried to look around in F04Edut but I am visually challenged to a degree after I stare for more then ten minutes at the text. So I'm hoping someone somewhere knows this rather unique set of circumstances I've described and what they did to fix it x.x Thanks!

No I haven't installed place anywhere and I've modded the ini file. Though I kept getting a warning that my ini file was too long before I did a full flush and redid all this. Hold on that might be your problem right there. It said your ini file was too long or the PATH TO the ini file was too long? That's a very important difference Said something along the lines of that the string was too long and I was using the old way of modding when you had to add in things like /string,/texture ect

The image in the menu won't render nor can I place it :/ I can load up all my mods and repost if that'll be useful?

SO I've come here looking for help. Recently I had a small issue where my stores weren't spawning so I tried a nights worth of disabling and then gave up and did a full re-install overnight. I slowly reinstalled my mods and through coincidence, noticed that Simple Intersections was somehow doing it, but that wasn't my issue now. Now I have most everything I need installed BUT, the images will not load on certain ones. Armorsmith Extended's workbench won't load an image, a great number of hanging lights won't. All the institute things will not spawn, but are in the menu when I open it. I've leveled to the appropriate level and added the required perks, but still I can't seem to figure out whats going on. So after a little more digging, I used something called F04Edit and noticed a lot of conflicts, so I disabled and uninstalled everything to it's original state of download, and ran it again and this came up, I'm not a modder nor do I have a lot of experience in this so I'm looking for help. This is what came up after a new run:
