I fixed the NPC voices cutting out issue! YUSSSS!

For windows 10 user, right click on the sound icon bottom right, sound > playback > right click on your audio device, (speaker for me) > configure speaker and select stereo instead of 5.1 or 7.1 surround. This solved it for me
