I have had the same problem but sending her back to the lucky 38 doesn't help. She just stands there unless I get attacked while she is nearby then she will fights the enemy. Sometimes she will show up hours later and ask me "What's up?" then she will go back to just standing there. Sometimes she will start following me for a while then eventually goes back to just standing there.
