Fixed it, my R-trigger was not set to M in Xpadder. Moving is a little weird though, I even added diagonals on the left stick and there are still times when I will start walking really slow for no reason.

Hi I was having this same problem as well, Oblivion would not let me do anything but move with the left stick. My problem was that I was launching the game through Oblivion Mod Manager, once I launched it through the default oblivion launcher it worked... almost, every button on the controller works fine except attacking with the Right trigger. I have turned off the mouse attack and it still doesnt work and I wonder if it might be a compatibility issue with a mod, but I dont have any that modify cotrols. This might fix your problem if you use OBMM, but if anyone could help me play anything other than a mage it would be appreciated.
