I had this same issue and I just figured out how to fix it! (At least for me) Go to a save before any console commands and then just fast travel to Whiterun. From inside Whiterun walk all the way to Riverwood (or use a horse - that's what I did) Once you enter the inn Delphine should be walking around again. Then you can get the room and just go to it and close the door and wait a bit (no need to sleep). Even if in your save you already got the attic room that's okay. I already had the attic room and had saved before I realized there was a problem. Anyways, hope this helps! (P.S. I only thought of this since there is an issue like this in the Companions storyline and this is basically how you fix it - by not fast traveling :p )
