Yeah i set all distant terrain to low and still nothing, I also checked and i have the latest drivers

SO ive been having some trouble lately with my skyrim. Usually Whenever im in an outdoor area(although it sometimes happens indoors) i have extreme stutter and my fps goes to 1 or 0. The wierd thing is if I look at the sky or ground my fps goes back to around 50. I had skyrim HD 2k textures and i uninstalled it which seemed to work, but the error came back after a few minutes. Im not sure whats causing this problem but i saw another post of someone who had a similar problem saying to delete my skyrimprefs.ini and skyrim.ini as well as low,medium,high,and very high.ini. I tried this and it worked for a few minutes but the problem came back. I also started a new game but that didnt work either. I have no problems in any other games so as far as I can tell my pc is not at fault.
