Myself and seemingly a few others have run in to the problem where certain quests just won't trigger even if you've done the proper quests leading up to it and similar prerequisites. You're supposed to be able to fix bugs like by using the wait function on the map a few time and walking around for a bit, but no cigar on this end. For me, this has stopped my progress in the Sebastian questline. I can use the save file editor to at least give me the AK spell, but I would like to actually play the questline itself. Until the devs patch this issue, I would love a mod that just forces the game in to the state it needs to be for a given quest to trigger. Whether that's possible, I don't know.
