Well, turning down graphics options won't decrease framerate. It will only increase it. I'd seriously suggest suffering with it. You will get used to it and the overall experience in all games will be that much better. If it is too much for you, there are a few FPS Limiters around there. I actually use the capture software DXtory. It's main purpose is to record video, but it also allows you to limit your fps to anything you want, even without having to capture gameplay and taking that performance hit. I'm sure others have other, better suggestions but DXtory is the only one I have experience with.

In Skryim.ini, add fDefault1stPersonFOV=XX and fDefaultWorldFOV=XX under Display and fdefaultfov=XX in SkyrimPrefs.ini under General. XX being your fov.

I haven't done too much with it, but I used the creation kit wiki ( http://www.creationkit.com/ ). It should be a good place to start.

For something like that, you have to use the Creation Kit. You can't save a mod from the game itself.

They're escape routes for if you break out of jail. I think I've been there once, really early on.

I use the console to save games with custom names. I generally save with a file name like "Warrior lvl35" or something. Something more descriptive than "Whiterun" or "Skyrim" Just hit ~ then type "save savename" If you want multiple words in the save, put the text after "save" in quotes.

NMM and MO aren't really comparable to me. NMM is a beginners tool where as MO is more for an advanced user. Yes, MO is a lot more powerful but it also requires you to know what you're doing more than NMM. NMM is simple to setup and install mods and doesn't really require much in the way of maintenance. I use MO, and I love it, but I also understand that I'm a more advanced user and not everyone has the wherewithal and the time to fidle with stuff. They just want it to work, and NMM fills that need. I think both parties could work together to make both tools even better, but to have the NMM team to just abandon, the program, that wouldn't do anyone any good.

With 300 dollars to play with, spend it on a beefier graphics card. The 760 is nice, but with all your other components as good as you have, the 760 is gonna be the limiting factor. You can't go wrong with something like the 780 or R9 290X.

Have you run Skyrim through the Launcher? Sounds like you haven't had your settings set up.

iNeed is another alternative to RNaD. If that's what you're after. I don't quite understand exactly what you're after, if not RNaD or iNeed.

Price is going to be the determining factor, ultimately. The 760 is a decent card but it isn't going to push a constant 60FPS with all those mods. I use an R9 280 which is pretty similar to the 760. It will run vanilla at a constant 60FPS. With 239 mods (including SMIM and 2k textures) I dip to around 30 FPS in places like Riverwood and Riften. I should point out this is all without any ENBs. If you have the money, I'd recommend going up to the 770, if not a 780. I'm sure you'd be happy with either card. Something else to note is that Skyrim also really benifits from a better CPU. At a certain point, a new graphics card is going to give you less of a benefit than upgrading your processor to something like an Intel 3770k. I don't know what you currently have, but it's something to keep in mind. To answer the question you asked in the tread title, for a rig that will run Skyrim at 60FPS pretty consistatly would cost you anywhere from 1000 to 1500 USD. You could spend a lot more than that, of course, but 1000-1500 is about what you would reasonably want to be spending.
