I've been having good luck getting dragons by going back to the dragon markers on the map. It seems like the ones that get resurrected might pick one of those spots as their new base. Not having any problems running into them during travels though. I do travel from place to place a LOT though. One strange encounter: A ghost horseman appeared and led me for miles on what appeared to be a wild goose chase. But he led me to a dragon burial site where the dragon was being resurrected. That was a fun experience.
