Helped a bit, made the static brighten where the outline was supposed to, which makes it easier to do the things this bug ruined before. Static still there though No, That FIXED IT! THANK YOU!!!!! Anyone with this problem, use this link!

{See screenshot} have this problem playing fallout 4 in V.A.T.S , house making, and making power armor. It is the same color as whatever the outline on the object i focus on is supposed to be. It is making it impossible to make houses or use V.A.T.S. My PC: 16 GB Ram 694 GB free data 64-bit OS x64 based processor Windows 8.1 Intel® Core i7-4970 CPU @ 3.60GHz 3.60 GHz SCREENSHOT-----------> Help me. Please.
