In response to post #31718855. #31719265 is also a reply to the same post. Open NMM and make sure all your mods and plugins are checked. Go to C://Users->user>appdata->local->fallout4 Set plugins.txt to read only then run Fallout.

I personally have no experience making mods I just have a suggestion. A mod that spawns waves of enemies near the settlement you are in and they come and try and kill everyone in your settlement. Each level you pass makes the enemies level up/ more enemies come.
