Basically that. Whenever a weapon drops, it has "of the kneecapper" in its name. Literally everything except for named weapons, like Kellogg's Pistol. Most melee weapons instead spawn with the Atom's Judgement perk. However, as far as I can tell, these effects aren't actually applied. None of the weapons are actually good, it just clogs up my inventory. I can post my load order if you guys want. Not a game-breaking glitch by any means, just starting to get on my nerves a bit.
