Winter break time, woot. Sorry for bumping this topic, but... Nope, running as admin doesn't change anything, (I have the game installed outside of the C drive anyway so I shouldn't have to run as admin, I think) and this is even with a fresh install without any mods active, so it can't be that either. I think I found another program where a file browser doesn't work. If I try to add exceptions to my Norton firewall it just crashes, so I'm thinking this is a problem that doesn't have anything to do with OBMM. Although in Norton's case, I don't get a message about it and I don't even see the file browser open like in OBMM. I suppose this isn't a big deal at the end of the day, as I don't need OMODs for most mods (though it'd be nice for installing Bananasplit's Better Cities...) and I have other means of managing firewall exceptions but... if anybody has any advice short of completely reinstalling my OS, I'm all ears.
