[Having trouble with a civil war quest]

I'm stuck on the Civil War quest objective Liberate Falkhearth where I have to report in to Galmar at the Falkreath Stormcloak Camp. No matter what I do he doesn't give me the "Reporting in" dialogue option. I've tried pretty much all the bug fixes listed here: http://elderscrolls.wikia.com/wiki/Liberation_of_Skyrim plus a bunch of other random things I found while Googling

I also tried starting the following quest (cwmission04) but nothing happens when I try to start it via the console. Does anyone know of a workaround and/or fix?

[Having trouble downloading mods]

I just got a new computer and I'm having trouble downloading mods from the Nexus with the Mod Organizer. Before I was able to click on the Download (NMM) links and they would download with no problems. I have the latest version of Mod Organizer and this occurs in both Internet Explorer and Chrome. I suspect it's some security setting but I can't figure out which one.
