Hey Im having the exact same problem too. I thought it might be a mod as well, but any mods that I think would effect powder gangers, the legion, or nipton dont seem to be causing the problem. In any case did you figure out how to fix it? Im also quiet interested in how console commands could potentially fix this problem, as my knowledge of the console is extremely limited...
