Okay, I have a lot of mods so I'm not sure if it will fully work but try this: During the birthday party, set Butch's essential flag to 0 (setessential 300ea 0) then kill him when he tries taking your sweetroll. (Preferably with a powerfist because you're already using the console). EDIT: I think you also have to choose the "Go soak your head, Butch. I'm not giving you my sweetroll." dialogue when initiating the fight.
