DMCA only amply to american sites ,isn't nexus a british site?

i would never pay for content not created by the developers of the game not matter how good it is. also not every one who downloads mods keep them ,we like to test them first and if we like them we keep it if we don't we uninstall it and delete them. a paywall make it very difficult to even wanting to try a mod because we might not like it and end up being ripped off.
