I do unzip the files using WinRar. I've tried a few different methods on how to install the mod "Dog City" but it will not appear. EDIT: Ive tried with mods of varying sizes and in what they do but they just don't appear under data files. I unzip/decompress them with WinRar then extract them to a folder and then [for example] I drag the AWOP preview into data but when I launch the game they aren't there. Please help. Thanks.

I have the same version of the game and I have found the data folder but when I put mods in the folder and then launch the game they don't appear in the data files window/box for me to tick to on. Any ideas on what is wrong or if I'm putting the mods in the folder wrong?
