I know this is an older post, but it is very frustrating dealing with "You're interrupting the Court" loop 20 hours into a new character. If anyone else runs into the missing Varnius Junius bug I figured I would leave this here. I tried console commands to advance "The Man Who Cried Wolf" quest and unchecking possible conflicting mods and reloading which didn't seem to work for me. What did help was hitting Sybille Stentor (she survived FYI) with a few ice spikes and then immediately surrendering to the Solitude guards and paying my bounty. This allowed the scene to be skipped/advance without Varnius and then I was able to continue the quest by speaking to Falk Firebeard. Hopefully this helps!

I know this is an old post but I thought I would chime in case it helps anyone else. I found a very similar looking missing (purple) face error running Skyrim Anniversary Edition with mage hoods in my load order. It also only affected female characters and only was an issue with mage hoods no other hooded clothing (kept seeing it on Vigilant of Stendarr NPCs). I installed Armor and Clothing Extension (ACE) and it's requirements (https://www.nexusmods.com/skyrimspecialedition/mods/19002?tab=description) and it fixed the issue! I know not everyone loves ACE or Weapons and Armor Clutter Fixes (https://www.nexusmods.com/skyrimspecialedition/mods/18994), but I have found them personally very helpful and don't mind some of the additional changes with daedric items etc. Hopefully this info helps.
