I have heard of the program but i have never personal used it. Is it like a 3d modeling program or something?

I have recently downloaded Slof's snow leopard race because of its super amazing hair. I was wondering is it possible for me to use those hair files on other races, such as Mystic elf, Imperial, Redgaurd, ect. If any one knows if this is possible or how to do this please post a detailed tutorial.
