And solved. Just had to search google using ... different words. I didnt realise you could have filters in preferences and I guess a couple were still on :)

e.g. Book of UUNP https://www.nexusmods.com/skyrimspecialedition/mods/7505/? I happened upon this mod from a reddit thread rather than by searching. I tried to find it via searching when I noticed this, and nothing! Now I'd like to think I did some due diligence before making this post. I dont have any silly filters on - I've hit clear filters repeatedly. I believe I ran into this with the couple of other mods too. I searched with all attributes checked (on) except: NMM compatible Show Only Adult Files Has Images Even if I hit clear filters, I get the following when searching SkyrimSE mods on nexus: Found 12954 results. 831 have been filtered out. Currently filtering by: blocked tags and authors. Why are 831 search results still filtered if I've said clear all filters? Also my tags and authors fields are blank - so nothing should be blocked....? Is there any reason why some of these mods are not showing up? No filters, sorting by downloads (and this has a ton - 500k+) - and I yet I had to find this by chance. What other great mods am I missing?

I'm stuck in that situation where Windhelm is not being released from civil-war status (playing as imperial), after several weeks post-civil war conclusion. The doors to everything but the palace only open slightly, no npcs/merchants are in the streets, the palace itself only has 2-3 individuals inside. I've tried some console commands (setting the civil war to 9000 and waiting a few days), I've tried aggroing everyone inside the palace and leaving and coming back days later etc etc... I'll settle for anything right about now. Someone linked this mod but it seems to be steam only, and not Skyrim SE.. Any Advice? I should note - I can enter the city. It is just that the city itself is stuck in "civil war mode". Like I had never killed ulfric. Even though I did, and I did end up going back to solitude and talking to the general, and resolving that line.
