This sort of thing is more suited to MMO's in my opinion, and I can't see anyone parting with cash if the success of such a project is small. I would imagine Bethesda would have to be willing to let modders use the source code, which basically wont happen.

If you go to 7.40 in this podcast Todd Howard talks about the PC version. My link Hopefully that will ease anyone's worries about the PC version. I think it will be great. :thumbsup:
