I am sorry it is being like this. I am working on installing another skyrim on my computer so I can test before releasing.

If she is at Fort Dawnguard, then something is wrong. I'll look and see if I can't get it fixed and posted by tommorow .

A week may not be long enough. Go to where ever she is, note the date and time, fast travel, and then see how long it take. From where she was when I did it, it took a month or so.

You could add them to the merchant faction until after via script.

fast travel there and then give it a few hours.

You have to give it time. She literally walks all the way to the Hall of Attainment and she doesn't equip the robes until she gets there.
