ive got the same issue im running windows 7 AMD phenom II quad core with 8gb ram, i have my nivida doing DSR for another game so its also running fallout at DSR which ive pretty much ruled out as being the issue. what my feeling is, is thats its a memory or a Muiti core issue, ive followed a well laid out update / issue fixer guide on youtube. and made some personal tweaks my glitchy radio sound is fixed using blackbelt codec pack using LAV codec instead of the MADFliter (couldnt get working) link to vid and my post https://www.youtube.com/watch?v=u0aLffIuhxI reverted back to the default codec to test so its not the custom codec. back to the issue we're both having is loading screens usually entering buildings im not getting it as much by making some personal tweaks in FOSE config>display >advanced> testHDR = false forcemultipass = true --might not be needed-- as im running DSR fullscreen = false ignoreresolutioncheck = true and i set my native screen res 1960x1080 ctl alt del bring task manager up show processes for all users right click on fallout 3.exe set affinity to use 2 out of the 4 cores. i dont get the interior loading freezes hardly ever now but im sure the bug has just become more mobile i now get it in VATS PIPboy and some interior/exterior loading screens but far less frequently so i can now play the game. sometimes i get a freeze that if i just alt tab to bring up task manager (still loaded) i switch back to the game and its paused.
