It looks to me like it was pinched to properly fit under the Pip-Boy and avoid any clipping. I can see that glove possibly clipping during some animations, likely reloads, were it not constricted. Is there no generic NPC variant? I've yet to purchase anything on the Creation Club so I wouldn't know.
