When I was looking through lore in Skyrim and what Dexion evicus says about The Imperial City states that The Great War between the Empire and the Aldmeri Dominion seems to have ruined The Imperial City THUSLY stating it could be entirely possible for there to be a mod or DLC involving The Imperial City and from what I read Cyrodiil and the Imperial City are nothing like it was in Oblivion. SO! The Imperial City would be plausible because of the Underground Levels it has and it is supposed to be a really really large city, Sincerely, Dagon.
