Ok, now I have my hands on Dev Tool. I found that X2Item files, what is my next move?

And where can I find those?.. In the SDK. Just type X2Item into the search box above the mod file tree. And this is the problem. I do not have an SDK. Economic situation in my country complitely sucks, so... you understand. I can't just download it from Steam.
