Tried to but continue to miss and if I did hit once they ignored me...

Exept for the scripted dragons and the dragons on the word walls no dragon in the game is even slightly interested in me. They fly around and roar a couple of times but after that they just fly away. This has happened almost ten times already and it is getting annoying. I wondered if there was a way to fix this and for further information I have completed the dragon rising quest.
