3.6 quad core would likely still not be good enough to run the game in a playable state. GT620 definitely wouldn't. What do you mean a 3.6 quad core wouldn't be good enough? The minimum specs need a 2.8ghz and recomended would require (theoretically) a 3.6 ghz processor so am I missing something? Clock speed isn't everything. Unless he has one of the more recent gens shipping it'll be a pretty bad experience.
