When you go in V.A.T.S in the Fallout series and hit a body part it gets crippled which effects the enemy, makes for more tactical fights, in Skyrim when you shoot someone straight through the leg or arm and they keep on going like nothings happened is quite annoying. Also, I think it'll make for a overall better combat experience, like if you're fighting something like a hagraven which uses magic, you can cripple their arms which would make their aim worse and from there, you can co-ordinate an attack, rather than mindless hacking, spell throwing, arrow shooting, while applying a vast number of poisons and applying even more potions.
