Constant CTD even without mods after last update

It seems, that the issue was with Nvidia card and weapon debris graphic setting. After turning it off, the game started to run smoothly. -
Papyrus shows a lot of "cannot start scene because its parent quest was not running" type errors. Any help with understanding the issue will be greatly appreciated. Full Papyrus log after latest crush:
