I have the same issue still...tried all the usual disabling and ini tweaks. So I got around it by using Roof boards on the floor from this mod - http://www.nexusmods.com/fallout4/mods/9209/? They placed right on the concrete - then threw some rugs on top and the furniture and items then placed just fine.
