Okey problem for me was that I only edited INIs in mygames/skyrim/ and common/skyrim/. You have to also edit INI file in common/skyrim/data. Oh my god, I love you and am willing to have your babies. Your post got me thinking about how much of a pain in the backside it is to have ini files distributed across a few folders, and I started thinking 'what if there's an ini hiding somewhere that I'm not aware of?' I did a search. It turned up four different skyrim.ini files. As soon as I pasted the correct string into each, I got my voices back. Now I need to re enable mods, but it's looking good right now.
