I also had this problem when i reformatted my computer, and tried what you did. I found the solution to be installing some game in Steam, when it starts up, it installs directx and whatever " for the first time" I figured this was the only difference ( that i installed all the drivers manually as apposed to already having a running rig that then obse loader was then installed on ) reboot, no more error message.
