i know this is old and my comment will necro this topic, but "Mourning never comes" seems completely stuck.. ive tried various commands to reset/set/start the quest... where im stuck at is ive killed the first 3 victims, returned to the sanctuary to see Cicero there jabbin his gums.. after words Astrid starts talking to me, but no click over of the quest even after she has stated i have the quest... all she does is repeat.. and commands wont advance or start the quest either... let me be clear... unlike everyone else.. Cicero did show up....
