I have posted my entire mod list that's all I have active The npc reacts when I attack them and I do get bounty but other than that they don't move. usually they are on their way doing something but then just stopped, for example Sven in riverwood was chopping wood and bringing it somewhere and then suddenly stopped in the middle of street and stood there forever I think the mods are compatible since the author of tpos stated that immersive ai is compatible but I still get the issue

Thanks for the reply, I checked the mod list and none of these mods are on the list, The way I tested the issue is by starting a clean game with no npc mods and activating them after ,I'm not sure how this will be different to starting a new game with LAL everytime. I checked the edits on test5edit andI don't think the mods are conflicting in anyway, in fact the people of skyrim is said to be compatible with immersive citzen but I still get the issue when I start the game
