just read through this, i agree that there should be more then one of the rifles; a more worn version for like 1-3 boss type npcs, and then the holy grail one locked away. i think the holy grail one should be incredibly potent and you be forced to work for it and the reloading press by a challenging type quest, its a lot more fun if its really a special weapon you worked to get the ammo should be rare since its so powerful of a weapon, really should be a specialized weapon not a primary one so maybe 5 rounds per each lesser gun and then like 50 rnds total near the holy grail gun, the press would have to be used on the spent shells to have ammo, btw you would collect the spent shells makethe quest such as you had to fight off a big time npc and when uou kill him you find this rare sniper rifle and a note or something saying that he wanted to investigate a rumor of a flawless sniper rifle of doom and yada,yada and follow a trail..........then you gett the motherload ftfw!!!
