Mod to give the Destroyed Collar a DT of 3

Hey there, I was wondering if anyone would be able to make a small mod that would give the destroyed collar you can find in Freeside (Base ID 0014E834) a DT of 3 like the bomb collar in dead money. I just think it makes sense in-game since it uses the same model. If anyone does this, thanks a million!
