Looks like I can answer my own question. When game first starts, under Options I turned off Antialiasing. That made the character much sharper to look at.

Guys, I have been trying to figure out why my player character in SE is not as sharp or clear when compared to Oldrim. I have tried to use similar mods, with and without ENBs, but cannot figure out what is wrong. My graphics card is Nvidia 980 Ti. Any ideas or anyone else notice same issue with your own setup? I have attached a compare image. Notice the shirt and eyes sharpness.
