How do you increase the maximum level of shouts? I use to Disarm guards and Draugr, but now it's useless with even all 3 levels of it. It's like losing a chunk of the game for me, since I use it a lot. What's the point of leveling up?

I first started noticing how boring it is to be high level when spells and shouts stopped working on high level enemies (Like Disarm, for example.). I went to the console and set my level to 15, but somehow non of the shopkeepers or enemies changed anywhere. Do I have to restart my save to do it, or is there another way?

Found something. I'm just going to quote this from MrJamm. Hope this helps. "My yellow screen flicker came from fire and torches. All I did to fix it was: 1) Open Steam. 2) Select Steam Tab. 3) Select Update "Your Card Type" Video Drivers. 4) Download & installed. Here are a few things to note about my experience: A) This visual glitch only happened after updating to 1.6. B) Disabling mods doesn't fix it. C) Misconception is that it only happens on ATI cards but I've read some people have the same issue on nVidia cards. D) Modifying any video card settings (e.g. FXAA, AA, etc..) is NOT a fix, it's a work-a-round. Sorta like duck tapping your side mirror after it fell off. I'm also having this problem. The only solution somebody gave me was "some mod on nexus". It's supposed to be a aesthetics mod that also fixes this problem. Could not find it.
