Heres the legit fix... assigning the workshop to yourself does nothing for you and other solutions either did not work or were too complicated. 1. walk up to that 2nd un-openable box containing the circuit breaker and open the console. 2. click on the door to the breaker (in my case (0014f722)[EP] was the door and (002407ae)[EP] was the circuit breaker switch) 3. with the door selected type into console: setOpenState 2 the door will open for you and suddenly the switch becomes accessible, allowing you to simply hit that 2nd switch and complete the task properly.
