Anywhere else? ruins seem pretty random.

I have a quest to go talk to Lod of Falkreath. Upon entering Falkreath a dragon has attacked the city, I helped kill the dragon then moved on to my quest only to find Lod dead!!! Is my quest forever doomed? I rested 48 hours to see if he would respawn or something.. no dice

Is there any Glass Daggers available early in game? and where can I find one? In all other ES games I knew where to get one at level 1, anyone know where I can find one without smithing one?
