The staging folder is where Vortex install your mods, not where the unpacked mods are.. you need to redirect your vortex to your MODS folder (the folder that contains the 7zip/zip/rar file versions of your mod).. that is the reason you get that message

Once you installed the mods in the virtual folder, then yes Vortex don't need them anymore to function. You only need the compressed files when you install and test your game.. but when that is done, then no Vortex don't need them anymore... just don't delete the files... believe me, you will regret that
