I'm going to assume you figured out that the "A' and "D" keys turn the horse. This is something we all had to go through, just imagine it as actually learning to ride a horse, except the horse isn't smart enough to not ride off a cliff/ into a boulder/ another horse/ random horse eating troll.

I was at school and we were told at approximately 9:00 (GMT-6) that the towers had fallen and that the Pentagon was hit. The TVs in the classroom were turned on to show footage depending on which class one happened to be in. I remember watching during break wondering what nation would do such a thing.

I wouldn't want a Steam check because I don't have Steam and don't play New Vegas on PC :P
And this is the problem with the thought of Steam integration into the Nexus. Some people here don't play NV and stick with FO:3, Oblivion, or even Morrowind.
I think the original topic has been explained repeatedly though. Since New Vegas requires Steam, pirates who have problems and give evidence they don't use Steam are automatically branded as such, while those who don't use Steam for other games the Nexus supports may still fall into the realm of reasonable doubt as to whether they are truly a pirate.

After getting over the "This is not right what have you done, you monster!?" The site overall seems alright. The imageshare layout is great. I love the more from uploader link on the file section. The flow of the site is GREAT. After playing with it for a bit, I can navigate the site quite quickly. The fellow you found has done EXCELLENT in that regard.
Sadly that is the extent of the noticeable things that look stupendous. Hopefully it's just my negative lenses getting in the way. I do think that the orange used should be toned down a tad, or at least put in some non-white letters in it for better contrast.
As others stated, the coming together arrows of the logo make sense, but I don't see how The Elder Scrolls fit into it.
The capsule buttons feel quite... bubbly. I'm not sure exactly what it is about them, it may just be those negative lenses of general dislike.
As previously noted, the avatars in the comment section seem quite small.
Also, and hopefully this is just due to my resolution, the images on the mainpage seem to have the bottom half cut off. This causes some problems with the advertising of the mod. Ex. The image for "Diannes Kyn Hunteress Armour" only shows off the head and not much of the armor. Again that may be due to my minuscule resolution.

Hell, the first time I played the game I don’t think I even met him and I was convinced the Talon hit squad was some kind of secret quest I’d stumble into somewhere down the line.
I believe you can trigger the talon attacks if you have a good karma. You can also have the regulators come after you if you are evil.
OT: I do think it strange that the only involvement there is between this man and the player is one assignment out of the blue to destroy a town. Of course, there isn't much one can do to top that. Maybe a mission to knock out raven rock or the citadel, but that just feels like an odd thing for Tenpenny to want done.

I would wait until the community patch people have had a chance to update their mod. It looks like they haven't updated since the patch came out. Their mod version does not necessarily correlate to the game version.

Most of the problems I've had with the games are things that stemmed from Oblivion. However, many of those random crashes lessened with FO:3 and then with Vegas. Of course, once we start modding them to Isengard and back there will undoubtedly be more problems than with the vanilla versions.

I've been having trouble with TESNexus for the past few hours. It takes a about ten minutes to load the main page, and when that loads it is full of Mysql errors (sorry if that is not the correct name). I can get onto all the other parts of the nexus with a few seconds of loading.
It may be that my ISP decided not to like TES this evening, but I was able to access it this morning.
I hope it's only me and not a larger problem, but I thought I'd bring attention to this just in case.
Edit:: and I've been refreshing my cache and such just in case.
Edit2::It's back up on my end. Thanks for fixing it you did, and thanks for running keeping the Nexus up in either case.

I was actually wondering if this would be done(making a new .exe for NV), or if we could just change the install path of FOMM.

I wouldn't be to worried about the pre-order boni. With the modding community we have, and the (hopeful) similarity to FO3, we should have a pretty nice variety of user made content very soon (once the modders stop playing in the testing world and get into the G.E.C.K.).
Yay, Modders! Maybe someday us plebeians will join you.

You might also want to look at the File of the Month page. Some of them are outdated now, but a bunch of them are still functional, and they were all well liked by the community.

I prefer to go into the store and buy my physical copy of the game. This is more so I can see the money leaving my hands and my small hoard (read: pile of pennies) than for dislike of download. I also like that I can smell that "new game" smell, and can read the manual during the install.
I do have a few qualms against steam though. I see that it is a useful way to get games fairly easily, but I have to wonder what will happen once steam kicks the bucket. I don't foresee Steam going under anytime soon, but I don't want to lose access to my games because they no longer have their server up. If I am completely wrong on this observation please correct me. I only occasionally play Steam games (must have me some TF2 and Portal) so I am not to sure how that mojo works.
As for D2D, I just prefer transferring cash from hand to hand instead of credit card info over the net. Call me paranoid, but I was brought up not to give out any personal info on the net.

My apologies, I should have specified. I have my main file, and I also have a file that I made SPECIFICALLY to see if Zeta was buggy with mods.
My main file screws itself at this point, but the newer character can access the quest no problem, mods or no mods.
Sounds like something buggy in the savegame then.
The only options I can think of are ignoring Zeta (I'm guessing you don't want to do this), Using another save, or trying one of the console enablers found on the Nexus.
If I was in your position, I'd try one of the enablers. I linked two from some scripters that I trust. I haven't had need to test the individual mods, but I know that those two do good work.

When you say it works on one file and not another, do you mean two savegames of the same character, or two totally different characters?
Also, if you search for "console" on the Nexus, you should be able to find a few mods that give players access to the console. I have never used one of these before, so I can not attest to how well they work. I advise you getting either Quarn's or Zumbs' workarounds if you go that route,

I think that the "duplicate entry" message mean that the mod appears multiple times in the auto sorters list, meaning that the sorter is told to put the mod in more than one place. That shouldn't cause any problems, It just means that the sorting list needs to be cleaned up by the person who wrote it.
The "does not exist" message is just telling you that the sorter does not recognize that mod. The sorter will just leave it at the end of your load order for you to place elsewhere in your load order on your own.
These messages aren't anything to worry about. The only one that seems to matter to me is the "Does not exist" message because the user (you) would then need to figure out where that mod needs to be.

There is a sticky second from the top of the forum that (last I checked) did a very good job of explaining the mod installing process.
I agree with BBen's staement about playing around on a modless file for a little bit to make sure that the game is working correctly.
Once you've goofed off a bit I highly advise you downloading the Fallout Mod Manager (FOMM). It helps you organize your mods to avoid conflicts, makes installation easier, and can help you keep track of all the stray mod files whose names are in their creator's own arcane code.
Also, your game will crash. It happens. I am going to tell you now, if you start crashing when you hit a loading screen, it is most likely a crash on save. To fix this you need to kill your character. This is some voodoo that the game uses to show us it loves us. If you want more info on why it works you can search this forum.

This looks like the FOMM Load Order Report, but it appears that paridigm of humanity did not copy the entirety of it. The Duplicate Entries note seems to be some oddity in the reports coding. I myself get that exact message at the top of it, and know that I am not running duplicate mods(or at least none by the same name).
If you could provide more information, such as the specific problem, what mods you have added since your last working playtime, and a full load order (click "load order" at the top of FOMM and then click "Copy to clipboard" then paste it in your post).

Troubleshooting

Q. I get the "Unable to get write permissions for fallout's installation directory" error. How do I fix it?
A. This happens when you are running Vista or Windows 7 and have installed Fallout 3 in the Program Files folder. You need to do one of the following:
1) Disable UAC (not recommended).
2) Move Fallout 3 outside of the Program Files folder (e.g., C:\Games\Bethesda\Fallout 3). This may require a reinstall. I know with Oblivion you could just copy the game folder to a new location, run the game, and all would be well. I'm not sure if that works with Fallout 3.
3) In theory you should also be able to run FOMM as administrator. You can try this by right-clicking on the FOMM shortcut and selecting "Run as administrator." Alternatively, right-click on the shortcut, select Properties->Compatibility and check "Run this program as an administrator."
The best thing to do in order to avoid other problems, and the generally recommended solution, is to install Fallout outside of the Program Files folder.
I would attempt the third option listed here.
If that doesn't work, you might want to go ahead and reinstall Fallout to a place other than the default location (Maybe to the C:\ drive). I have heard that installing Fallout 3 to another location fixes other issues you might have in the future.
If you do reinstall the game, don't forget to copy your mods somewhere else before you uninstall the game.
You might also want to form the habit of reading readme files in the future.

If you hold down the "shift" key you should be able to walk. You could also hit "caps lock" to toggle running on and off.
You could also try this mod. It allows mouse control for riding horses. I haven't tried it myself, though.
