I set mine to 1 and it still doesn't have camera motion blur when I turn my view. Maybe that setting is for some other special effect.

I watched my father-in-law play Skyrim on the Xbox 360 and swear it looks like it has motion blur when you turn. I hope it can be enabled either by the console/ini. or a mod. It would be really helpful in the cities where even people with really good setups are getting 30-40 fps.
