i found bUseCombinedObjects=0 causing problems

disabled - enabled things and everything, it is either "corrupt" save or nmm issue. used both current and backup game folder (replaced /Fallout 4/ with vanilla) and with current mods and stuff, loaded a saved new game, just fresh out of vault, went to places, waited until exact time 6PM and workbench was as it should be. anyway dont get too hard on this, i could live with the ugliness wasteland provides:)

any idea what or which mod could cause this?
