I'm also trying to fix this. It's not contained to Dead Money and Honest Hearts Item Sorting either. Before I got rid of it, I would get a message about New Vegas Bounties in the main menu. This makes me believe it has to do with load order, although BOSS doesn't detect any issues. Just thought I'd give this thread a bump because I've failed to come up with a solution as well, and would appreciate it if anyone has one.
